Presiden Prabowo Subianto’s discourse on establishing a remote island prison specifically for corruptors has received recent updates. Three locations are being considered, as revealed by the Minister of Law and Human Rights, Agus Andrianto, during the special remission for Nyepi and Eid al-Fitr at the Cibinong Class IIA Penitentiary in Bogor, West Java, on Friday (28/3). The candidate locations are West Java, East Java, and Kalimantan.
Agus stated that the President aspires to build a modern super-maximum security correctional facility on a remote island. The exact locations for these prisons are being coordinated with the Ministry of Forestry - one site has been secured in West Java, with requests made for additional locations in East Java and Kalimantan.
The final decision on the chosen locations will be made based on President’s direction, and the prisons will be designed to ensure maximum security. This initiative is part of Prabowo’s vision to deter corruption by isolating the convicts.

In response to Prabowo’s plan, Zaenur Rohman, a researcher at UGM’s Corruption Study Center (Pukat), expressed concerns about the effectiveness of such measures in deterring corruption. Zaenur emphasized that while preventing escape is crucial, simply isolating convicts may not address the root causes of economic crimes like corruption.
Zaenur suggested that to combat corruption effectively, the government should focus on legislation that includes stringent asset recovery measures and high fines. He recommended revising the Anti-Corruption Law to allow for the confiscation of unlawfully acquired assets and imposing substantial penalties on offenders.
Furthermore, Zaenur highlighted the need for a specific asset seizure bill to ensure that assets within the country are confiscated in cases where corrupt individuals attempt to flee. He underscored the importance of legal reforms to combat corruption by addressing illicit enrichment and imposing significant financial consequences on perpetrators.
While supporting the intent behind Prabowo’s plan, experts like Zaenur advocate for a comprehensive legal framework targeting the financial gains of corruption in addition to stringent incarceration measures.
